The history of CSTL

In 2003–04, MIET Africa, with support from the Swiss Agency for Development and Cooperation, piloted the Schools as Centres of Care and Support (SCCS) programme in South Africa. After a positive evaluation, a regional pilot was successfully conducted in Zambia, Swaziland and South Africa (2006–08).

In 2008 SADC Ministers of Education issued a communiqué adopting SCCS, under the name of CSTL. In 2009, the DRC and Mozambique were added to those participating directly.

Malawi and Zimbabwe joined in 2014. Since implementation began in 2009, CSTL has made many noteworthy achievements, including the development of the following:

  • The Regional CSTL Resource Pack—includes 12 Action Steps to guide Ministries of Education to mainstream care and support for teaching and learning.
  • CSTL Monitoring, Evaluation and Reporting Framework—that outlines the CSTL programme logic, expected results and indicators.
  • SADC CSTL Policy Framework—that supports Member States to strengthen and harmonise their education policies and programmes.
  • CSTL Communication and Advocacy Strategy— that promotes messages such as “Always in the best interests of the child”.
