Case Study: Orphan bursaries in Swaziland

The bursary system for orphans in Swaziland is a good example of the complexity that may arise in the implementation of policy in the area of care and support in schools.

Swaziland is a signatory to the Millennium Development Goals (MDG) and the Education for All (EFA) declarations. The MoE provides primary schools with basic stationery and text books and pays the salaries of Grades 1 to 7 teachers, but school fees are charged to cover the remaining costs incurred in running schools, such as salaries of additional staff (secretaries, cooks, cleaners, security guards, Grade 0teachers), general repairs and maintenance, utility costs such as water and electricity, any additional learning and teaching aids that may be required and crucially maintaining the schools feeding schemes.

To keep children in school the MoE has a limited number of bursaries of 250 emalangeni per annum (approximately US$25) for each orphan registered by a primary school but this amount does not equate with fees that schools are obliged to levy to cover their running costs. There has been a recent call for schools to reduce and standardise their fees but this is regarded as unrealistic by schools as they struggle to meet costs and continue to offer a feeding programme.
